{"id":2834,"date":"2024-11-24T11:05:47","date_gmt":"2024-11-24T17:05:47","guid":{"rendered":"http:\/\/lakedelhi.org\/?p=2834"},"modified":"2024-12-21T09:24:19","modified_gmt":"2024-12-21T15:24:19","slug":"unofficial-minutes-wednesday-november-20-2024","status":"publish","type":"post","link":"http:\/\/lakedelhi.org\/?p=2834","title":{"rendered":"Minutes &#8211; Wednesday, November 20, 2024"},"content":{"rendered":"\n<p class=\"has-text-align-center\">The Combined Lake Delhi Recreational Facility and Water Quality District<\/p>\n\n\n\n<p class=\"has-text-align-center\">Wednesday, November 20, 2024<\/p>\n\n\n\n<p class=\"has-text-align-center\">5:00&nbsp; pm<\/p>\n\n\n\n<p class=\"has-text-align-center\">Lake Delhi Office<\/p>\n\n\n\n<p class=\"has-text-align-center\">Delhi, IA 52223<\/p>\n\n\n\n<p>The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was held and called to order at 5:04 pm by President Althoff.<\/p>\n\n\n\n<p>Present: Burger, Althoff, Thompson, Scherrman and Staebell. &nbsp;Leonard &amp; Beals via Zoom.&nbsp;<\/p>\n\n\n\n<p>Absent: &nbsp;&nbsp;None<\/p>\n\n\n\n<p>Visitors: &nbsp;&nbsp;None<\/p>\n\n\n\n<p>Support Staff via Zoom: Laurie Kramer and Randy Rattenborg<\/p>\n\n\n\n<p>Scherrman made a motion to approve the agenda as presented.&nbsp; Burger seconded the motion.&nbsp; All ayes. Motion carried.<\/p>\n\n\n\n<p>A motion to approve minutes from previous meetings was made by Burger, second by Thompson.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed claims from the General Fund (81000) as presented.&nbsp; Claims included utilities, maintenance contract, clerical expense, lobbyist expense, copier expense, generator maintenance, beach maintenance, dam supplies, storage unit, donation to Delhi Fire Department, dam maintenance (50%) and man lift rental (50%).&nbsp; &nbsp;&nbsp;Claims totaled $20,523.19 from the General Fund. &nbsp;Claims for Fund 81006 included dam maintenance and man lift rental totaling $8,908.75. A motion was made by Staebell, second by Leonard to approve all claims.&nbsp;&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>October financial reports were presented. The General Fund received $36,085.43 in property taxes for the month and interest of $9,358.50.&nbsp; Expenditures for October were $40,494.38 ending October at $2,502,237.80.&nbsp; The Debt Service Fund received $49,019.08 in property tax for the month of October and $1,436.95 in interest.&nbsp; Expenditures for principal &amp; interest payments amounted to $229,935.80 ending October at $527,139.21.&nbsp; The Dam Improvement Fund had no revenues and no expenditures ending October with a $80,000.00 balance. Grant Fund (81006) had revenues of $1,460.76 interest and expenditures of $10,906.55 ending October with a balance of $375,904.09.&nbsp; A motion was made by Leonard, second by Staebell to receive and file the October financial report.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Leonard gave the Board an update on a donation request from the Delhi Fire Department.&nbsp; There was a consensus by the Board to reimburse the fire department for the cost of their slip rental at the Hartwick Marina in the amount of $2,700.&nbsp; This would be for this past 2024 season.&nbsp; Moving forward an annual amount equivalent to their slip rental would be donated to the department.&nbsp; There was also discussion of asking the fire department to do future control burns at the dredge area for an agreed upon donation.&nbsp;&nbsp; A motion was made by Leonard, second by Staebell to approve the donation based on the above discussion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed a proposal from Lunda to do a dive inspection of the dam when they are here in December to install an actuator.&nbsp; The purpose would be to look at the hydro-gate area for needed repairs.&nbsp; The cost for the dive is $13,460.&nbsp; Also included in the proposal is the cost to provide additional bearings for the three gates to improve support issues.&nbsp; The total cost is $25,200.&nbsp; Staebell made a motion to approve both proposals to be completed by the grant deadline of April, 2024.&nbsp; Leonard seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion was made by Scherrman, second by Thompson<strong>&nbsp; <\/strong>to approve the estimate from Lakeview Lawn &amp; Ground Maintenance in the amount of $800.00 to place gravel and rock around the asphalt at the lake office.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Committee Updates:<\/p>\n\n\n\n<p>Water Quality, Legislative &amp; Community Events \u2013 Leonard gave an update on the Wall of Recognition and indicated it will probably be this coming Spring before the wall will be installed. &nbsp;He is not certain at this point about the donation of the sails for the area.&nbsp; Regarding the upcoming legislative session he noted he would like to have discussions with the dredge committee on future needs that could potential having some backed funding from the legislature.&nbsp; He also noted that the water testing results came back with no issues for the lake area.<\/p>\n\n\n\n<p>Dredge &#8211; Staebell noted that he has scheduled a work session for the purpose of discussing dredge issues.&nbsp; The work session is scheduled for Friday, December 13<sup>th<\/sup> at 10:00 a.m. at the Lake Office.<\/p>\n\n\n\n<p>Note:&nbsp; Leonard left the meeting at 5:25 p.m.<\/p>\n\n\n\n<p>Dam Operations &amp; Property Management &#8211; Althoff provided an updated spreadsheet for Grant 81006 that showed the projects associated with &nbsp;the grant and what projects have been completed and how much has been expended.&nbsp; He explained spent some time discussing issues with the hydro-gate and possible solutions that will need to be decided in the future.&nbsp; Randy Rattenborg gave a report on dam projects including the installation of the lower powerhouse garage door and HVAC system.<\/p>\n\n\n\n<p>Finance &amp; Budget \u2013 Burger stated work on next year\u2019s budget will begin in January.<\/p>\n\n\n\n<p>Public Comment:&nbsp; None<\/p>\n\n\n\n<p>A motion to adjourn was made by Staebell, seconded by Scherrman.&nbsp;
