{"id":2955,"date":"2025-09-29T13:17:52","date_gmt":"2025-09-29T18:17:52","guid":{"rendered":"http:\/\/lakedelhi.org\/?p=2955"},"modified":"2025-11-25T13:50:49","modified_gmt":"2025-11-25T19:50:49","slug":"unofficial-minutes-september-17-2025","status":"publish","type":"post","link":"http:\/\/lakedelhi.org\/?p=2955","title":{"rendered":"Minutes &#8211; September 17, 2025"},"content":{"rendered":"\n<p class=\"has-text-align-center\">The Combined Lake Delhi Recreational Facility and Water Quality District<\/p>\n\n\n\n<p class=\"has-text-align-center\">Wednesday, September 17, 2025<\/p>\n\n\n\n<p class=\"has-text-align-center\">4:00 pm<\/p>\n\n\n\n<p class=\"has-text-align-center\">Lake Delhi Office<\/p>\n\n\n\n<p class=\"has-text-align-center\">Delhi, IA 52223<\/p>\n\n\n\n<p>The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was held and called to order at 4:00 pm by President Burger<\/p>\n\n\n\n<p>Present: Burger, Leonard, Colgan, Thompson &amp; Hingtgen<\/p>\n\n\n\n<p>Absent:&nbsp; Beals, Staebell<\/p>\n\n\n\n<p>Visitors: Gary Grant<\/p>\n\n\n\n<p>Support Staff: Randy Rattenborg and Laurie Kramer via Zoom<\/p>\n\n\n\n<p>A motion was made by Thompson, second by Leonard to approve the agenda.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion to approve minutes from previous meetings was made by Leonard, second by Hingtgen.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed claims from the General Fund (81000) as presented.&nbsp; Claims included utilities, maintenance contract, clerical expense, lobbyist expense, copier expense, lawn care, port-a-potties, property tax, dam maintenance, property insurance and legal fees.&nbsp; Claims totaled $114,033.83 from the General Fund. &nbsp;A motion was made by Leonard, second by Thompson to approve all claims.&nbsp;&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>August financial reports were presented. The General Fund received $17,560.56 in property taxes for the month and interest in the amount of $7,884.35 for a total of $25,444.91.&nbsp; Expenditures for August were $6,405.42 ending August at $2,188,292.33. &nbsp;The Debt Service Fund received property tax in the amount of $23,851.89 for the month of August and $1,362.02 in interest.&nbsp; There were no expenditures ending August with a balance of $462,730.08.&nbsp; The Dam Improvement Fund had no revenues or expenditures ending August with a $90,000.00 balance. A motion was made by Thompson, second by Colgan to receive and file the July financial report.&nbsp;&nbsp;&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Gary Grant, from L &amp; L Consulting, was present to review the past legislative session with the Board.&nbsp; He presented several bills that were approved this legislative session.&nbsp;<\/p>\n\n\n\n<p>HF710 included changes in dock ordinances and reviewed the implications it could have for Lake Delhi.&nbsp; There may be concerns regarding the liability issues for the District.&nbsp; Leonard indicated he has been in contact with the DNR regarding the permitting process.&nbsp; Colgan expressed concerns of changes in the dock ordinance because of the depth of the lake.&nbsp; Burger asked that concerns be directed to the District attorney.&nbsp;<\/p>\n\n\n\n<p>Another bill that the legislature approved was SF574 which includes changes in public notice requirements.&nbsp; Because of the shift from certain local newspapers on dates of publication it\u2019s important that the district pay close attention to policies regarding public notifications.&nbsp; He urged the District to review how they could be affected by the changes.&nbsp;<\/p>\n\n\n\n<p>HF706 was also approved that attached criminal penalties to violations of open meeting laws.&nbsp; Kramer will reach out to the county auditor to see if there are any training sessions available for our two new trustees.<\/p>\n\n\n\n<p>The next agenda item was consideration and possible action to approve the compilation report submitted by Terpstra Hoke &amp; Associates for the FY24 report.&nbsp; Leonard made a motion to accept the report.&nbsp; Colgan seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion was made by Leonard, second by Thompson to approve a request from the LDRA for a donation to their dredge debt in the amount of $4,446.00.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Colgan made a motion to approve the renewal with AVEVA Wonderware that deals with the interface with the SCADA computer.&nbsp; Hingtgen seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Leonard discussed the tree removal situations that include an area near Injun Joe.&nbsp; There are also other trees down upstream near North Beach.&nbsp; He is working on getting quotes for removal and working with some homeowners who are impacted by the trees.&nbsp; There was discussion about setting a policy in place for this issue.&nbsp; Leonard made a motion to authorize Leonard to negotiate a cost share with the homeowner to remove the tree near InJun Joe. Burger seconded the motion. &nbsp;All ayes.&nbsp; Motion carried.&nbsp; Leonard made a motion to approve A-1 to do the tree removal on the upper area of InJun Joe as well as removal of trees in the North Beach area.&nbsp; Burger made a motion to table any action until next month when more quotes are received.&nbsp; Thompson seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Committee Updates:<\/p>\n\n\n\n<p>Water Quality, Legislative &amp; Community Events \u2013 Leonard noted that next month there\u2019s going to be a WSMA meeting to review what they are doing and to get ready for the next legislative session.<\/p>\n\n\n\n<p>Dredge \u2013 Burger stated that the dredge committee will be having a strategy meeting in November and plan to have a workshop with the trustees to review possible dredge plans. &nbsp;Leonard stated that there is grant money available (50\/50) for dam maintenance, dredging, etc.&nbsp; Burger stated he would like to apply for a grant to cover engineering costs.<\/p>\n\n\n\n<p>Dam Operations &nbsp;&#8211; Burger asked about a leaking gate situation that was presented to him by some of the dam volunteers.&nbsp; Colgan said it is not a critical issue at this point and the cost is not significant.&nbsp; Colgan noted he\u2019s aware that the DNR reached out to the LDRA in March regarding the five-year dam inspection.&nbsp; Dan Reyner contacted Kramer and she reached out to the DNR contact and was told they would be in contact with the District before they conducted the inspection.&nbsp; As of this date the DNR has not reached out to do the inspection.
