{"id":2973,"date":"2025-11-25T13:49:39","date_gmt":"2025-11-25T19:49:39","guid":{"rendered":"http:\/\/lakedelhi.org\/?p=2973"},"modified":"2025-12-29T11:57:46","modified_gmt":"2025-12-29T17:57:46","slug":"unofficial-minutes-november-19-2025","status":"publish","type":"post","link":"http:\/\/lakedelhi.org\/?p=2973","title":{"rendered":"Minutes &#8211; November 19, 2025"},"content":{"rendered":"\n<p class=\"has-text-align-center\">The Combined Lake Delhi Recreational Facility and Water Quality District<\/p>\n\n\n\n<p class=\"has-text-align-center\">Wednesday, November 19, 2025<\/p>\n\n\n\n<p class=\"has-text-align-center\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;4:00 pm&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-center\">Lake Delhi Office<\/p>\n\n\n\n<p class=\"has-text-align-center\">Delhi, IA 52223<\/p>\n\n\n\n<p>The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was held and called to order at 4:00 pm by President Burger<\/p>\n\n\n\n<p>Present: Burger, Thompson and Staebell &nbsp;&nbsp;Beals and Colgan via Zoom<\/p>\n\n\n\n<p>Absent:&nbsp; Hingtgen and Leonard<\/p>\n\n\n\n<p>Visitors: Mark Flannagan via Zoom<\/p>\n\n\n\n<p>Support Staff: Randy Rattenborg present and Laurie Kramer via Zoom<\/p>\n\n\n\n<p>A motion was made by Staebell, second by Thompson to approve the agenda.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion to approve minutes from previous meetings was made by Thompson, second by Staebell.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed claims from the General Fund (81000) as presented.&nbsp; Claims included utilities, maintenance contract, clerical expense, lobbyist expense, copier expense, lawn care, poert-a-potties, tree removal, dam supplies &amp; maintenance and legal fees.&nbsp; Claims totaled $15,787.13 from the General Fund. &nbsp;A motion was made by Staebell, second by Thompson to approve all claims.&nbsp;&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>October financial reports were presented. The General Fund received $43,076.65 in property taxes for the month and interest in the amount of $7,667.22 for a total of $50,743.87.&nbsp; Expenditures for October were $52,124.79 ending October at $2,352,784.13. &nbsp;The Debt Service Fund received property tax in the amount of $57,696.66 for the month of October and $1,297.36 in interest.&nbsp; Expenditures for principal and interest amounted to $227,277.50 ending October with a balance of $669,925.81.&nbsp; The Dam Improvement Fund had no revenues or expenditures ending October with a $90,000.00 balance. A motion was made by Staebell, second by Thompson to receive and file the October financial reports.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Staebell made a motion to approval a proposal for the Operational and Maintenance manual for the dam and the daily information recorded by the daily inspection of the dam volunteers.&nbsp; The cost has yet to be determined.&nbsp; Thompson seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Committee Updates:<\/p>\n\n\n\n<p>Water Quality, Legislative &amp; Community Events \u2013 No new updates<\/p>\n\n\n\n<p>Dredge \u2013 No new updates<\/p>\n\n\n\n<p>Dam Operations &nbsp;&#8211; Colgan submitted the following update.<\/p>\n\n\n\n<ol type=\"1\">\n<li>Background&nbsp;<\/li>\n<\/ol>\n\n\n\n<ul>\n<li>This project really originated in 2016 when the lake returned and became fully operational&nbsp;<\/li>\n\n\n\n<li>This new dam will outlive all of us by 80 years&nbsp;<\/li>\n\n\n\n<li>We needed to ensure future generations would have the information they need to keep the dam viable&nbsp;<\/li>\n\n\n\n<li>The solution was to build a long term O &amp; M plan to organize all the information needed and further to make it predictive as well as useful.&nbsp;<\/li>\n\n\n\n<li>Ideally it would be digital<\/li>\n\n\n\n<li>Inputs would in part come from 5 year IDNR dam safety inspections and daily monitoring by our volunteer observers.&nbsp;<\/li>\n\n\n\n<li>The observers have been faithful in their duties for nine years<\/li>\n\n\n\n<li>For the first time in the very near future, we will have a digital record of their first hand knowledge in real time<\/li>\n<\/ul>\n\n\n\n<p>&nbsp;2.
