{"id":3016,"date":"2026-06-22T12:59:58","date_gmt":"2026-06-22T17:59:58","guid":{"rendered":"http:\/\/lakedelhi.org\/?p=3016"},"modified":"2026-06-22T12:59:58","modified_gmt":"2026-06-22T17:59:58","slug":"minutes-tuesday-may-19-2026","status":"publish","type":"post","link":"http:\/\/lakedelhi.org\/?p=3016","title":{"rendered":"Minutes &#8211; Tuesday, May 19, 2026"},"content":{"rendered":"\n<p class=\"has-text-align-center\">The Combined Lake Delhi Recreational Facility and Water Quality District<\/p>\n\n\n\n<p class=\"has-text-align-center\">Tuesday, May 19, 2026<\/p>\n\n\n\n<p class=\"has-text-align-center\">4:00 pm<\/p>\n\n\n\n<p class=\"has-text-align-center\">Delhi, IA 52223<\/p>\n\n\n\n<p>The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was called to order at 4:00 p.m. by President Burger.<\/p>\n\n\n\n<p>Present: Burger, Colgan, Leonard, Hingtgen and Thomspon&nbsp;&nbsp; Staebell via Zoom<\/p>\n\n\n\n<p>Absent: Beals<\/p>\n\n\n\n<p>Support Staff :&nbsp; Randy Rattenborg.&nbsp;&nbsp; Laurie Kramer via Zoom.<\/p>\n\n\n\n<p>Visitors:&nbsp; Cory Voelker in person.&nbsp; Scott Funke via Zoom<\/p>\n\n\n\n<p>A motion to approve the agenda was made by Thompson, second by Hingtgen.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion to approve minutes from previous meetings was made by Staebell, second by Colgan.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion was made by Thompson, second by Colgan to approve payment to Hingtgen Enterprises for electrical work done for the pavilion at Lost Beach in the amount of $1,946.40.&nbsp; There was some discussion on if the work had been previously approved by the Board and should the work have been bid out.&nbsp; The cost was under the threshold that the President and Vice President can<\/p>\n\n\n\n<p>approve and had been discussed at previous meetings though there was no official motion.&nbsp; Hingtgen said he offered his services because he charged for materials at his cost to help keep the expenses low.&nbsp; Colgan requested future agreements like this should be made official.&nbsp; Burger called the vote.&nbsp; Hingtgen abstained.&nbsp; The rest were ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed claims from the General Fund (81000) as presented.\u00a0 Claims included utilities, maintenance contract, clerical expense, lobbyist expense, technical services, lawn maintenance, land improvements at North Beach, audit expense, engineering services, dam maintenance and lift rental.\u00a0 Claims totaled $78,948.03 from the General Fund. \u00a0A motion was made by Leonard, second by Staebell to approve all claims that included invoices from Kistler and HDR Engineering that were received this morning.\u00a0\u00a0 All ayes.\u00a0 Motion carried.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>April financial reports were presented. The General Fund received $45,163.96 in property taxes for the month and interest in the amount of $6,303.96 for a total of $51,467.92.\u00a0 Expenditures for April were $276,684.09 ending April at $2,341,479.53. \u00a0The Debt Service Fund received property tax in the amount of $61,344.82 for the month of April and $1,720.04 in interest.\u00a0 There were no expenditures in April ending the month with a balance of $833,726.73.\u00a0 The Dam Improvement Fund had no revenues or expenditures ending April with a $90,000.00 balance. A motion was made by Leonard, second by Staebell to receive and file the April financial reports.\u00a0 All ayes.\u00a0 Motion carried.<\/p>\n\n\n\n<p>A motion to approve Resolution 5.19.26 regarding the transfer of funds into the Dam Improvement Fund as required by the 28E Agreement with the county supervisors that was filed in January of 2014 was made by Leonard, second by Thompson.&nbsp; The approved transfer amount is $10,000.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Leonard made a motion to receive and file the compilation report for FY25 as presented by Terpstra Hoke and Associates.&nbsp; Staebell seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Staebell made a motion, second by Thompson to approve Terpstra Hoke and Associates to conduct the District\u2019s FY26 compilation report.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The trustees reviewed a lease agreement between the District and Hartwick Marina for use of the boat landing south of the dam.&nbsp; Burger explained that the new lease is for three years and includes a 2% increase each year.&nbsp; The lease runs from January 1 through December 31.&nbsp; Leonard made a motion to approve the lease.&nbsp; Hingtgen seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A proposal from Lunda Construction for work on the dam sluice gates and stop log was reviewed by the trustees. &nbsp;&nbsp;Colgan noted that the gates are leaking which is most likely due to their age of 10 years.&nbsp; The amount of the repair work is $26,840.00. &nbsp;&nbsp;If dive assistance is required the cost would be an additional $12,000.00.&nbsp; Colgan stated the work needs to be done before we have our next dam inspection.&nbsp; Leonard made a motion to approve the work.&nbsp; Thompson seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Leonard reviewed the contract with J &amp; M Displays for this year\u2019s fireworks.&nbsp; This is the second year of a three-year agreement.&nbsp; The cost is $15,000.00 which is paid by the LDRA.&nbsp; Leonard noted the District\u2019s approval is required for insurance purposes.&nbsp; Thompson asked about increase the fireworks to $20,000.00.&nbsp; After some discussion, Leonard was going to look into the possibility of adding more to contract.&nbsp; It was agreed that any increase in cost would be paid by the District. Leonard will bring back information for the June meeting. &nbsp;A motion was made by Staebell, second by Colgan to approve the contract with J &amp; M Displays.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Committee Updates:<\/p>\n\n\n\n<p>Water Quality, Legislative &amp; Community Events \u2013 Leonard reported the the Maquoketa Valley River Water Quality Management is looking for a new coordinator as the current coordinator left to take a new position.&nbsp;<\/p>\n\n\n\n<p>Leonard reported that the Wall of Recognition has been completed with the exception of some needed landscaping work.&nbsp; He\u2019s hoping to have that work completed before the 10<sup>th<\/sup> anniversary of the lake coming back in July.<\/p>\n\n\n\n<p>Dredge \u2013 Staebell said the committee had been having discussions with Maggie Burger from Speer Financial regarding bonding for future dredge projects.&nbsp; Several courses of action were discussed noting a bond referendum can only be brought to vote in November per state law.&nbsp; Burger stated that there was a proposal brought to the legislature this year to allow 357E entities to be able to bond without a vote of the residents which is currently allowed for cities and counties.&nbsp; That proposal did not pass through the legislature likely due to the property tax reform that took center stage.&nbsp; Staebell will bring back more information on the bond at the June meeting.&nbsp; He left the meeting at 5:00 p.m.<\/p>\n\n\n\n<p>Dam Operations &#8211; Colgan stated the committee was still waiting on the updated maintenance manual from HDR.&nbsp;<\/p>\n\n\n\n<p>Property Management \u2013 Thompson noted that the North Beach project is done and looks good.&nbsp; Burger asked about getting tables for the pavilion at Lost Beach.&nbsp; Dan Reyner said the LDRA is doing fundraising to provide tables.<\/p>\n\n\n\n<p>Finance &amp; Budget \u2013 No new updates<\/p>\n\n\n\n<p>Burger noted that the upcoming trustee election is Tuesday, July 21<sup>st<\/sup>.&nbsp; Heidi Beals is not planning on running.&nbsp; Anyone interested in running for a trustee position needs to have their paperwork turned in to the county auditor by Friday, June 12<sup>th<\/sup>.<\/p>\n\n\n\n<p>Colgan noted that some of the most important people involved in the lake are the dam volunteers.&nbsp; He shared they have new people showing an interest in helping with the daily inspections.<\/p>\n\n\n\n<p>Public Comment:&nbsp; Cory Voelker was present to discuss his land development project that is located up-river south of Bailey\u2019s Ford.&nbsp; His LLC is asking for approval to put in a coffer dam to assist with dredge of the frontage on that property and the purchase of that frontage from the District.&nbsp; After much discussion the consensus is to have Cory come back with specific plans for the trustees to review.&nbsp; Leonard expressed an interest in working with Cory noting any permits with the Corp. of Engineers would have to be filed by the District.<\/p>\n\n\n\n<p>A motion to adjourn was made by Colgan, second by Leonard.&nbsp; All ayes.&nbsp; Motion carried.&nbsp; Meeting adjourned at 5:28 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Combined Lake Delhi Recreational Facility and Water Quality District Tuesday, May 19, 2026 4:00 pm Delhi, IA 52223 The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was called to order at 4:00 p.m. &hellip; <a href=\"http:\/\/lakedelhi.org\/?p=3016\">Continue reading <span class=\"meta-nav\">&rarr;<\/span><\/a><\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[1],"tags":[],"_links":{"self":[{"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/posts\/3016"}],"collection":[{"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=3016"}],"version-history":[{"count":2,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/posts\/3016\/revisions"}],"predecessor-version":[{"id":3023,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=\/wp\/v2\/posts\/3016\/revisions\/3023"}],"wp:attachment":[{"href":"http:\/\/lakedelhi.org\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=3016"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=3016"},{"taxonomy":"post_tag","embeddable":true,"href":"http:\/\/lakedelhi.org\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=3016"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
