{"id":3024,"date":"2026-06-26T13:04:04","date_gmt":"2026-06-26T18:04:04","guid":{"rendered":"http:\/\/lakedelhi.org\/?p=3024"},"modified":"2026-06-26T13:04:04","modified_gmt":"2026-06-26T18:04:04","slug":"unofficial-minutes-wednesday-june-17-2026","status":"publish","type":"post","link":"http:\/\/lakedelhi.org\/?p=3024","title":{"rendered":"Unofficial Minutes &#8211; Wednesday, June 17, 2026"},"content":{"rendered":"\n<p class=\"has-text-align-center\">The Combined Lake Delhi Recreational Facility and Water Quality District<\/p>\n\n\n\n<p class=\"has-text-align-center\">Wednesday, June 17, 2026<\/p>\n\n\n\n<p class=\"has-text-align-center\">4:00 pm<\/p>\n\n\n\n<p class=\"has-text-align-center\">Delhi, IA 52223<\/p>\n\n\n\n<p>The regular meeting of the Combined Lake Delhi Recreational Facility and Water Quality District was called to order at 4:00 p.m. by President Burger.<\/p>\n\n\n\n<p>Present: Burger, Leonard, Hingtgen, Staebell and Thomspon&nbsp;&nbsp; Colgan and Beals via Zoom<\/p>\n\n\n\n<p>Absent: None<\/p>\n\n\n\n<p>Support Staff:&nbsp; Doug Herman.&nbsp; Randy Rattenborg &amp; Laurie Kramer via Zoom.<\/p>\n\n\n\n<p>Visitors:&nbsp; Cory Voelker in person.&nbsp; Scott Funke, Nancy Harbach, Michael Miller and Ed Schmidt via Zoom<\/p>\n\n\n\n<p>A motion to approve the agenda was made by Staebell, second by Hingtgen.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion to approve minutes from previous meetings was made by Leonard, second by Staebell.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>The Board reviewed claims from the General Fund (81000) as presented.&nbsp; Claims included utilities, maintenance contract, clerical expense, lobbyist expense, technical services, lawn maintenance, legal expense, dam maintenance and port-a-potties.&nbsp; Claims totaled $18,061.77 from the General Fund. &nbsp;A motion was made by Thompson, second by Hingtgen to approve the claims. All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>A motion was made by Leonard, second by Staebell to approve a bond fee of $500.00 from the debt service account.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>May financial reports were presented. The General Fund received $8,433.90 in property taxes for the month and interest in the amount of $6,556.51 for a total of $14,990.41.&nbsp; Expenditures for May were $64,392.21 ending May at $2,282,077.73. &nbsp;The Debt Service Fund received property tax in the amount of $11,455.46 for the month of May and $2,257.12 in interest.&nbsp; Expenditures in May totaled $250,000.00 ending the month with a balance of $597,439.31.&nbsp; The Dam Improvement Fund had no revenues or expenditures ending May with a $90,000.00 balance. A motion was made by Leonard, second by Staebell to receive and file the May financial reports.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Burger asked to move to agenda item #7 before agenda item #6.&nbsp; That agenda item was the review of the upcoming contract with L &amp; L Consulting for their lobbyists\u2019 contract for 2026\/2027.&nbsp; It was noted that the amount of the contract is the same as this current year.&nbsp; Leonard made the motion to approve the 26\/27 contract.&nbsp; Thompson seconded the motion.&nbsp; All ayes.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Agenda item #6 was the consideration and possible action to approve a real estate purchase, dredging and reconveyance agreement between Old Chicago Land Development Co., LLC and the Lake District.&nbsp; Doug Herman, legal counsel for the District, began the discussion.&nbsp; After submitting the first draft of the agreement, Herman stated he\u2019d had conversations with several trustees regarding additional language they would like included in the agreement.&nbsp; Those included a return of the parcel to be used for dredging, right for an easement to dredge by the District, no liability on the District for potential flooding, obtaining needed permits and payment of legal fees not to exceed $2,000.&nbsp; Further discussion was heard regarding boundary lines on the property to be returned to the district.&nbsp; Leonard made a motion to execute the contract upon the revised language with an additional stipulation that the developer is not to lease out any ground purchased.&nbsp; Staebell seconded the motion.&nbsp; Burger asked for a roll call vote.&nbsp; Ayes:&nbsp; Beals, Leonard, Staebell, Thompson, Hingtgen, Colgan and Burger.&nbsp; Nays:&nbsp; None.&nbsp; Motion carried.<\/p>\n\n\n\n<p>Committee Updates:<\/p>\n\n\n\n<p>Water Quality, Legislative &amp; Community Events \u2013 Leonard reported the Maquoketa Valley River Water Quality Management has hired a new coordinator.&nbsp; He also informed the trustees that he is looking to add additional concrete work around the Wall of Recognition and has been in contact with several contractors.&nbsp;<\/p>\n\n\n\n<p>Burger reported that he\u2019s been in touch with Dan Reyner with the LDRA regarding the purchase of picnic tables for both Lost Beach and North Beach. &nbsp;Dan reported they\u2019ve had considerable interest from individuals who have committed to the purchase of picnic tables. &nbsp;Burger asked that an agenda item be placed on next month\u2019s agenda for the purpose of approving the District purchasing a picnic table to be placed at North Beach.<\/p>\n\n\n\n<p>Dredge \u2013 Staebell stated he has reached out to our engineers to provide documents needed to engineer future dredging on Lake Delhi.&nbsp; <s><\/s><\/p>\n\n\n\n<p>Burger noted he\u2019s contacted the District\u2019s bonding attorney and should have documents ready for <s>either<\/s> the July meeting.&nbsp; A vote for the bond would take place at the November general election.<\/p>\n\n\n\n<p>Dam Operations &#8211; Colgan reported that the dam inspection will take place on Wednesday, June 24<sup>th<\/sup>.&nbsp;<\/p>\n\n\n\n<p>Property Management \u2013 Thompson noted the pavilion is finished at Lost Beach.<\/p>\n\n\n\n<p>Finance &amp;
